labor, work, actionの説明が冒頭にあります。actionは人間の複数性と深く関わっています。
this plurality is specifically the condition — not only the conditio sine qua non, but the conditio per quam — of all political life.
この複数性は特にあらゆる政治的生活の条件である。あれなければこれなし（複数性がなければ政治がない）というだけでなく、あれによりこれあり（複数性があれば政治がある）という条件でもある。
ラテン語部分の解釈に自信がありません。特に後者が調べても定型句ではないようでした。
